Improvements
- For older translations where missing sentences can't be filled in safely, offer to regenerate the whole translation instead. The current translation stays until the new one is complete.
- When a failed processing run used none of your quota, say so clearly instead of showing a refund notice.
Fixes
- Refund processing quota exactly once, and only for the run that was actually charged, even when a video is resubmitted or upgraded while it is still processing.
